The Ranger II Panel I have looks like it has some oily or tobacco staining on it.

What would be the best cleaner to use, that would not remove the lettering too ??

Throughout the years I've always had good luck with Windex, or some generic equivalent.  It's got the ammonia, to cut through the tobacco crud, evaporates with nary a trace when it's done, is harmless to any plastic and paint that I've ever come across, and comes in a handy spray bottle.  I think the best advice, when it comes to vintage painted surfaces like the panels of Rangers and the like, is to be conservative with the aggressive rubbing action and chose a nice soft cloth or paper towel.
