Yet another idea...

Remove block from wall... replace block with A) brick B) other concrete block product(s) - such that about 1/2 or less of the original block space remains, enough to pass the requisite PVC pipe. Now make two wood or similar pieces with a hole that just fits the PVC pipe. These are your forms for putting mortar around the PVC pipe... so that it doesn't slump out either side. Although you might be able to do it without any forms if you are patient and do the job in a few steps... some treated wood in the same hole would likely work as well as this cement job.

Or just use some scrap plywood to throw together a form, and make your own concrete block, with the hole just where you want it.  A small sack of Quickrete costs a couple of bucks.

...heck I just run into a phone booth (whoa, try to find one!) change quickly, whipping off my glasses (hey! where do I keep 'em?) and then fly off... using my heat vision to bore that hole in the concrete block!
