The hard drive in one of my computers needs to be formatted.  It has files on the "D" portion.  When I do a regular format, it does not remove the other files.

And yes, it is used for some "AM" work...hi

What am I missing here ?

Bob, when you format a hard drive these days, you are actually doing a high-level format of each partition you SPECIFY to format.  A partition is labeled as C: D: E:, etc.  Low-level formats where the whole drive was zero'd out and formatted are a thing of the past.
