I recall reading that story, but my impression was that the city was proposing to build a publicly-funded wireless network, and the DSL and cable companies were opposed to their government going into competition against them, subsidised with tax money.

If the system is to be built by a private entity, what powers do the cable and DSL providers have to prohibit it?

Besides, the article mentioned that the system would operate in suburban and rural areas that are too expensive to reach with cable, DSL or fibre.

As wemove forward into the 21st century Internet  access is becoming more  and more of a nessesity than a luxury. Much as the telephone once a luxury became more  and more nessesary. I see no reason why local municipalites should be stymied from offering wi fi to their residents. It make logical  sense  and offers better service continuity for local users. Shame these companmies are fighting so hard to hold us back.
