Dear Mr. Foster:

This is in reply to your letter to me dated 3 August 2005.   I find
it quite interesting that John F. Kennedy once threatened to use his
influence with the FCC against Walter Cronkite and CBS, and now Walter
is trying to use his influence with the FCC against me and my Amateur
Radio Station K1MAN.   (See www.K1MAN.com)    None of the issues
raised in the Crow "Complaint," however, have anything to do with the
practice of Professional Engineering in Maine.

My daily short wave radio program has been heard around the world for
eighteen years.   Despite their professional jealousy, the FCC has no
legal grounds to stop it, and I have been trying to get this matter
into federal court with the Commission, without success, since 1990.
My International Amateur Radio Network (IARN) has been the world
leader in amateur radio emergency communication since the 1985 Mexico
City earthquake.   The State of Maine Legislature officially
recognized IARN on 13 March 1990.   The official declaration reads:

     "Be it known to all that We, the Members of the Senate and
      House of Representatives join in recognizing Glenn Baxter,
      of Belgrade Lakes who, as a coordinator and ham radio
      operator for the International Amateur Radio Network and
      International Amateur Radio Network Peace Corps, has
      served humankind through his noble efforts to facilitate
      international communication for the disaster stricken
      areas of the world;

      And be it ordered that this official expression of
      sentiment be sent forthwith on behalf of the Legislature
      and the people of the State of Maine."

For this international amateur radio emergency communications work, I
was also named as a Distinguished Alumnus of Vermont Academy on 1
October 1993.

Again, none of these matters have anything whatsoever to do with the
practice of Professional Engineering in the State of Maine.

There is a part of society for whom the rules only apply when they suit their agenda.  You have the people who cruise in the left hand lane, don't believe in turn signals, yield right of way, etc. And the same people will also be the ones who "find" laws to take away your property, tell you whom to associate with, what is PC, etc. 

Plain and simple, K1MAN cannot selectively adhere to the FCC rules and regs.  The FCC sets the rules and explains them to people too stupid to get the message.  The Amateur service was set up for particular use as opposed the to broadcast service.  If he wants to play radio station, then he should get himself into broadcasting and that is all there is to it. If he has broken the rules as they pertain to the Amateur service, then appropriate action must be taken to stop the violations.  Breaking several other rules while hiding behind those pertaining to bullitens is like blowing your horn to let people know you were coming and running a stop sign. When you sign your ticket, you are agreeing to adhere to ALL the rules, not just some of them.  Maybe he never signed the ticket, that being a viloation, too.
