What is the ban and what does it apply to?
It's the final ban on most common and some special incandescents.

Many of us may have special lamps in equipment, like the 4 or 6 watt candelabra base pilot lamp used in those large 1" pilot lights or as levelers/feedback regulators in some old tube type audio oscillators, or we may be using halogen work light lamps, or whatever.

These are among some that will be banned for sale after July 31. Therefore lamp sellers are pretty much blowing them out rather than getting nothing after July 31.
