Just had this problem.
Thought I'd pass along the fix.

The analog meter needle sometimes get 'stuck'..and does not go to zero.
Static charge on the meter plastic face causes this.

Solution: wipe the plastic face with that anti-static fabric used for clothes drying.

Correction

I meant to say...NOT ZERO...but the 'set' position on the meter.

That principle provides a handy way to check meters on old rigs at hamfests. Rub your hand on your shirt and then across the meter face and watch for needle movement. Panel meters on old rigs are sometimes seized up - sometimes fixable, sometimes not.

I experience this once in a while. I use a tape head demagnetizer. Takes care of the problem. Have yet to notice any deleterious effects from doing this.

I have good luck with blowing a "hot breath" on the meter face.  Those who wear glasses know about doing this to wet the lenses for cleaning.
