This is the plate transformer of a B&W5100B. These wire ends are sticking out.  Without pulling the transformer apart, any idea why they ended up here?  Are they on the inside sticking out?  Or somehow got jammed in from outside?

I’ll do the speculation.  Electrostatic shield being tied to the core and then ground?  Or maybe the laminations were buzzing and someone jammed a hunk of wire or a star washer in the laminations?

I agree with Steve. It was probably buzzing and that was to silence it.

I’ll agree with Steve’s other guess…I’ve seen this fifty or so times on audio transformers with electrostatic shields, the shield is tied to the core.

one EFJ Thunderbolt hV center tap xfmr was grounded in this manner.  Another Thunderbolt was not. Ohmmeter test will confirm or deny.

Fished it out and Ohm meter says ….it’s shield.  How would it have been properly connected?

It was properly connected. Put it back to properly connect it.
