Is there a "standard" screw rot 19" Rank Panels?  If so, what is it?

Don’t understand what you are asking. The standard 19” rack screw is a 10/32 thread and I know that Mid Atlantic sells Phillips head screws that are black and come in jars of 1000 or so. They also sell square bit rack screws that are the same for use in high security locations. Older racks sometimes used 10/24 thread and real old RCA racks used #8/24 screws.

10-32 and 12-24 are the common sizes.
10-32 is easy to find but 12-24 probably isn't at your local hardware store.
Truss-heads are good - McMaster-Carr has truss-head 12-24 here

Server racks use the "hard to find" 12-24 screws. I bought ones like these on Ebay:

I have old RCA racks that use 12-24 screws

I've got truss head 10-32s, but you'll need to get your own washers if you want them.    If you only need 25 or so I'll just send them to you.   PM me if you want.

How many do you think you'll need?

You can also use faucet washers that come in packs of "too many" with rack screws.
