I'm sifting through the iron on hand and decided to check out the resistance / continuity of an S-22.  It's used and all 14 terminals have been soldered.  I jumpered as the chart shows and found that the resistance between the B+ and the plate terminals for the modulator tubes are not the same.  For example for 14K the reading is 105 and 145 ohms.  For 10K it's 116 and 153.  6K is 78/101 ohms.  In no case are the resistances the same on each side of the jumpered B+ windings to each plate.  What's up?  The secondary combinations check out fine with 13 different values between 19 and 270 ohms.

In any transformer, there will be Ohmic differences owing to the distances from the core as it is wound. 

More wire will be required from the CT outward, hence the higher resistance.
