Google is not my friend today.
I need the formula for a 3/8 wave wire antenna..........OR what is the length of a dipole at 1.8mhz 3/8 wave

It was the recommended length for a "multi-band" dipole fed by OWL. Get the lowest operating freq and cut to length.

1.8 MHz 1/2 wave = 260'      divide by 4 get you 1/8 wave = 65'    times 3 gives 3/8 wave = 195'

Probably a reasonable starting point.

Hit send too early...  Keep up the fight Fred.   I'm at 50+ chemo sessions now (3.5 years),  the side effects are better than the alternative!
