Dumb question time?  Suppose I have a 10 VCT filament xfmr rated at 10 amps and decided to run it at 120 for 5 VCT.  Would the rating still be 10 amps?

Yes, maybe even a little more than the 10 amps.

I'm just wondering if I could light up a 4-250A which is about 14.5 amps.  It would certainly work with a 4-125A.

A big NO. Just because you lower the primary voltage does not change the secondary wire size. It is still 10 amps.
