Ive been working on a valiant , noticed the modulator plate resistors (22 Ohms) are not there. Every schematic Ive seen has them.

Was there a revision without them ? Or is it likely someone removed them for some darn reason ?

There are aftermarket mods that call for removing them. I thought mine were removed but found them under heat shrink. My humble opinion, if it were mine I would reinstall them.

Guessing they serve as a combination of fuses and anti-parasitic (Q lowering) devices.
