Don't you just hate hi res pix from dig cameras?  Grin
What's with all the solder splashes and dirt? Everything as you found it? Don't force it. If the contacts would go farther will the final position match what it's supposed to do on the schematic? Sorry for all the questions, but if its wired correctly, not been 27'd or otherwise modified or fooled with, then an index stop or similar has been jammed in hiding.  Some idiot may have bent up a tab intended for another application or something.  Or bent it on purpose to operate on only one band. The connections do look for the most part original and old so may be just a tab jam.  Detent spring (if any) ok and not warped around a pin? I think the 2k has a right angle drive from the front panel. Right angle gears slipped a cog or two?  Gears loose on shaft then re tightened out of place.?  All that stuff, couplers in shafts, etc. suspect.
