I've never found anything saying that it is illegal to own PCB transformers or caps, etc. Just improper disposals, etc. Any EPA folks on line? That is really a question for an expert.

A nagging question is what will become of the units (small ones as well) when we are gone? Like most things that nag, it is better not to be concerned with it and just use them as intended. I've tagged most of mine and there is a "in case of my demise" folder in the lab with a section regarding the few common-type/hobbyist hazardous materials and how to handle them and how to avoid 'imperial entanglements' ($ cost).

There is a fine line between a piece of equipment and a piece of industrial waste. The line depends on who has it and who is using it and how.
