The first thing I wanted to say what great first project! Ozona Bob's Techrad! The first real problem I found is a faulty bias supply transformer. 250-0-250v with a 5-0-5v and a 220v primary, not much to choose from here. I put every thing back to original so far and would like to find a military style transformer to go back with. The one on the chassis not the original and I dont know what it looks like, but it has the connections underneath and four studs mount it. Any parts help will be appreciated!

Consider yourself lucky.  The forerunner to the Techrad 350 was the RCA ET-4336. It developed all its biases from the HV rail.
