get a scope it could be a number of different things. Test all the resistor values

Tim reading the viking 2 manual which wrote about keying this transmitter

Keying.....Fixed bias voltage of the 6 AQ5 Buffer and 6146 Final amplifier are very near cut-of .
Oscillator(6AU6) Cathode keying may be  be used for either Crystal controlled or VFO operation.(Viking manual page 3)

So to make sure the carrier is caused by the oscillator (6AU6),just pull out the 6AU6( it won't damage the 6AQ5 and 6146, because it has fixed bias ),and is there still a carrier out? , maybe caused by self oscillation of the transmitter.
If not the problem is caused by the 6 AU6 Oscillator tube,is there a cathode/plate current flowing (6AU6) with the plate switch of (SW 2).(after we plug in again the 6AU6)

Since SW2 on off conditions  it cuts out the high voltage primary and also cut out the 6AU6 Cathode from ground.
So there must no cathode/plate Current in the 6AU6.

If there is a current flowing ,than there must be something wrong in the cathode circuit. of the 6AU6
