According to the FCC regulations, amateurs in US territories outside region 2 may operate phone on 7075-7100, because they are located in areas where the top end of the band is allocated exclusively to broadcasting, so until the recent expansion to 7.1-7.2, just like foreign amateurs in Regions 1 and 3, they couldn't operate above 7100.

But the interesting thing is that U.S. amateurs located in Region 2, west of longitude 130°W and south of latitude 20° N can also use 7075-7100.  This includes Alaska, Hawaii and Puerto Rico.

I am not sure if Hawaii is in Region 2 or 3, but Alaska and P.R. are in region 2, and thus presumably have access to 7125-7300.  Does anyone know why they are allowed to use the regular U.S. 40m phone frequencies plus 7075-7100?

Not really concerned about petitioning the FCC.  Just curious why they are granted this special privilege.
