Try Audacity Tim . I use it here. Nothing fancy but gets the job done.

Hi Tim,
The Audacity program works well. Here is another program that should do the job also.

I use Audacity.  It works well.   I just use the aux input on my sound card, and feed line-level (-10) audio in there and it works.    Check out the audio vault for  how well it works.

you have to go into audacity setup and tell it where the LAME software is.
not sure exactly where it is but should be in preferences.
you can also export as an .ogg file, it compresses as well or better than MP3 and is not proprietary.
but not everyone has ogg-vorbis installed to play it back

Tim.  I don't use audacity but LAME is apparently another module you need to download from their website to create MP3's.

FYI.  I use Ham Radio Deluxe which is primarily used for computer control of a wide variety of rice boxes.  HRD includes an easy-to-use "Audio Grabber" which will record audio from the Line-In of your sound card to mp3 files in convenient chunks and time-stamp them appropriately.

Latest release of HRD (a large download for dial-up but worth the wait) :
