I am going to add an idea.

Terminate the end of that ladder line segment with a variable capacitor. Voila!  You have a hybrid stub.  By adjusting the variable, you can continuously walk a short up the line.  Walk it up to a place at or near the 90 degree spot (About half way), and you can have a unidirectional end fire pattern. EZNEC or some other program would help you determine the best place for the short.

1/10 inch spacing would probably be plenty for the cap.
