John Kanzius happened upon the discovery accidentally when he tried to desalinate seawater with a radio-frequency generator he developed to treat cancer.
I suspect his combustible salt water is as bogus as his quack RF cancer treatment.
If he really can make salt water burn, I'd almost bet that the energy output from the combustion is less than the rf energy required to produce the burning process.
Maybe his cancer treatment consisted of using the rf generator to incinerate the cancerous growth. If so, he might be interested to know that dermatologists have been using that technique for decades to remove skin growths.
I heard a story that Bob Piper, K1AJL (SK) found a cancerous growth on his leg. At first he had it treated professionally, but it soon returned. He had no means to pay for a second treatment, so he connected up a resonant circuit using a coil and capacitor and fed it with the output of a DX-100, and used the rf to burn off the growth. The growth never returned after his DIY surgery.
