A lot of federal agencies already spoof their phone numbers regardless of whether there's any security concern at hand.
The U.S Congress has three or four exchanges dedicated to House, Senate and everyone else on Capitol Hill, and invariably a number will read 202 521 0021 no matter the real number.
I was at another federal agency and borrowed a phone once, and was told by the party at the other end that the number showing got their attention -- 000-000-0000
