"The House passed the PIRATE Bill on Monday, hoping to discourage unlicensed radio stations from operating by fining them 10 times more per day than previously, as well as requiring sweeps of the five biggest US markets for pirates and creating a national database of both legal broadcasters and pirates. Gordon Smith, CEO of the National Association of Broadcasters, praised the measure and added, "Unlawful pirate radio stations not only interfere with licensed radio broadcasts, but also jeopardize air traffic control communications and threaten public safety."
