Guess after China demonstrated they can effectively blow a satellite out of orbit,  the military is once again interested in over the horizon HF circuits.

Hmm, I wonder. May be more to the story.
I'll have to research it, but perhaps a quasi-ionosphere of the right mix, location and strength may be able to stop effects of a neutron B. At least for a select sub-area, ...for the few of course. " Feel the B. "
--A shield Would have to be below, anticipated and may even be an event trigger or crisis point in its own right.  --Of course the operant baddies in a NB are secondary to the neutron emission.
Uh, be careful.

Further application would be to turn away selective RF emissions from above from prospective, lower or adjacent communicants.  -Or both ways.
 Another potential precipitative act of course.  And I can imagine other uses.
