I spotted an article on QRZ.com this morning about the WARC conference starting this week; January 23rd through February 17th :

The QRZ article mentions items that may affect Amateur radio which includes oceanographic radar in the 3 - 50 MHz range and software defined radios plus a couple other topics.  See the above QRZ link for details.

I have attached the WARC 2012 agenda pdf below.  It is 137 pages.
