That is very like the "multiband antenna" picture I showed the city inspection department when they told me I could only have 2 antennas above 30FT (plus the dipole) unless I paid a $600 Tax, er.. fee. The guy said I had every right to put that sort of thing up if I wanted to. As long as there were only 2 + the dipole above 30FT.
