My Spanish is VERY sketchy, but what I get out of this is that it doesn't have working elevators above the 20th floor, which was the originally planned top floor, now raised to 47 floors. It sounds like the shafts are there but new lifting gear is needed for the additional height and there may not be enough room to install it.
