This story must have legs.  The major cable networks are reporting it as well, so suggesting that part of the decision was due to the enforcement of the decency standards.

Both Powells stated at least a year or two ago that neither one would be serving any second term. All the major networks are covering it because they received this news release via fax:

...not because of some anti-regulatory conspiracy.

If anyone thinks Powell was the driving force behind any of what the FCC has been doing lately, just stay tuned and watch nothing change when the next talking head takes office.
