anyone have any information on a Sola 731-013 Filament Tranny? Its marked in magic marker
10V but I don't know the current rating. I'm needing a 10V CT 10A for a project.

Check the output windings. Usually sola transformers need a cap across the resonant winding so it will regulate. Start with 2 or 3 uf at 600 VAC cap. Load it to 10 amps and check the output voltage and see how hot it gets.
A good one will hold regulation between 85 to 140 volt input.
