Appears to be a Hallicrafters HT-9 transmitter, single 814 modulated by a quad of PP parallel 6L6's.

Quite a basket case, but if the iron is good, a decent quasi-HB xmitter can be be made from it. Duplicate front panel, find some link output coils, etc.
