At the link below is an old Navy report on testing of several HF antenna systems. It's quite an interesting read and I came across in in doing some research on the quadrant antenna (looks like a good design for omni coverage over several bands).

Also covered is the terminated folded dipole. The conclusion is that this antenna is too lossy and should be replaced (pg 78, 79 of the PDF or page 64,65 of the doc).
