From the ARRL web site dated 2/14/17:

"The High Frequency Active Auroral Research Program (HAARP) in Gakona, Alaska, will soon undertake its first scientific research campaigns since the facility was taken over by the University of Alaska Fairbanks (UAF) Geophysical Institute 18 months ago...HAARP transmissions will take place within the facility’s transmitter tuning range of 2.7 to 10 MHz and should be audible outside of Alaska and may even produce visible effects within the state...

...Fallen told ARRL, “I plan to start and stop each experiment block with an audio Luxembourg-style broadcast — transmitting two amplitude-modulated carrier waves at different frequencies separated by about 1 MHz, with the resulting skywave signal being a mix of both frequencies.”...experiments will be carried out February 19-22..."

At the urgent request of the FCC, Tim WA1HLR is being flown on a special USAF stealth aircraft to Gakona where he will be parachuted to the site to de-hyellify the transmitter.

Will my old foil hat work, or do I need to make a new one?

I heard a strapping signal on 2.7mhz...s9+10 in Maine, sounding similar to a digital voice transmission, nothing on 3.3, and nothing on the plus and minus images except obvious other licensees.  As strong as the 2.7 mhz signal was in Maine, I suspect it was something other than the haarp.  If I remember, I'll listen on other nights.

There never was any destruction, the only decommisioning was to pull and store the tubes.

The complete plant can go back online at any time, with minimal effort.

This set of science ops required only a certain amount of power.
