A pair of these will give you 1600 watts, 50 ohms :

Of course, you still need to cool them.

just use more of them and spread them out. He wants 5K load anyway.

Oil cooling's OK. Some of the stuff is only called 'oil' in the vernacular and isn't likely to burn.

What do you do when your customer, or boss feel differently about that? You certainly cannot tell them they are FOS.  Huh

Back to point, the load need is 5kw, and not necessarily 5 gallons. It would help to know the duty cycle need if less than 100%.

A few days ago at work, we had a 3kw rf amplifier go open loop. The thing put out 4.8 kW into our Bird 3000 watt 30 db attenuator. We shut it down fast!
