Draining water out of the cable.  If an antenna "F" connector on the lead-in coax allowed water in,  the water would travel all the way to the other end and leak into the signal amp.

All the TV antennas I installed I never used those rubber boots on the balun, always used tape to seal the "F" connector.  Sometimes I would be removing an antenna that I installed maybe 25 years earlier and would untape the balun to find it looking as clean as the day I taped it.
