This is a really neat instrument.

Any idea what the end item was?

It works just fine, gotta' get busy with a project to use it.

Based upon its sealed construction Id guess marine service or in an exposed non temperature controlled site as possible uses. I dont see any military markings.

Any idea of the movement specs?

Very nice !
 It has perhaps 1 ma movements. I'd lash up the usual battery, voltage divider and vtvm circuit to find ohms/volt and use it with your favorite rf samplers in a very classy 2 kw transmitter.  Grin
