  Huh I need to change the meter shunt, but I'm little confused about.
I read in post it's located at V17. I saw a long wire connected
to pins 1 and 8 of V17.  My questions is there other shunt located
in Viking Valiant? I also read that I can install a resistor. Some help
please.

The two shunts you may need to replace are R59 ( .404 ohm shunt) which allows the modulator current to read at 250 mils full scale and R58 (.202 ohm) which allows final current to be read at 500 mils full scale.

Check www.mouser.com and you should be able to find proper precision replacement resistors.  Given the very low resistance value power rating is not a concern.

Replacement values of .400 and .200 will be fine as these are within about 1% of the original design value and are almost sure to be closer to design center than the original nichrome wire shunts.  The meter movement itself was probably original only a 5% unit at best when new and the accuracy certainly hasn't improved over the years.
