ARRL has claimed that their membership has always been cyclical. See ARRL 1998 Annual Review http://www.remote.arrl.org/announce/annualreport/98ar.pdf ("The Year in Review" article) for a 20 year membership chart. Membership cost increases also will nip into the membership numbers. Early 21st century job losses/terminations went through the roof. People had to set "money spending" priorities. Others just don't care.
