Could someone please post the correct link to the FCC site to read the two RM proposals?

A quick pass at the site, yielded nothing...  ???

Use the same links...just change the RM ot 11306.

My computer "remembers" recently viewed websites.  When I bring up the webpage to view filed comments, as soon as I type in RM-, a little popup window appears with both RM-11305 and RM-11306 listed, and all I have to do is click on the one I want, and it auto-completes the entry.  Convenient.

I don't want to comment on something I have not yet read.
Reading others comments is not the same as reading the original proposal.

Can someone PLEASE just put the URL for RM-11306 up???

This link: http://gullfoss2.fcc.gov/prod/ecfs/comsrch_v2.cgi  is of no value as far as reading RM-11306.

Go to the website

Type in one of the RM- numbers in the "Proceeding" box to see original petions and view comments.

At the bottom of the page click on "Retrieve Document List".

A page will come up with a list of the 10 most recent submissions, each with its own hyperlink.  At the bottom of the page, you will see something like:

 1-10  |  11-20  |  21-30  |  31-40  |  41-43  |  All

Click on the one to the far right.  In the above example you would click on 41-43.

A page listing documents 41, 42 and 43 will appear.  In this example, #43 is the original petition.

Scroll down to the bottom of the page, to the very bottom listing.  Most of the other listings will contain a hyperlink named "Comment" or "Brief Comment," but the very last one will contain a hyperlink named "view."  Click on that link to view the text of the RM- document.  You will need a pdf reader to download.  I use Adobe Reader.  You can save the pdf file to a folder on your hard drive, or print out a hard copy.

To begin reading comments, hit the back arrow on your browser to bring back the list, then click on "comment" or "brief comment" to view each of the submitted comments.

Sure, that's obvious by inspection... ok.

But thanks for explaning that, quite frankly I would not think to use Reverse Polish Notation!!
