Title: What is the signal on 3740.4?

The past seveal nights I have heard a strong steady carrier on 3740.4 kHz, modulated with what sounds like some kind of digital data.

The signal sounds similar to interference I receive from my cable modem, but this signal is coming in by skywave, as evidenced by QSB on the signal.

It does not sound like amateur or other two-way radio communication using a  digital mode, since the transmission is continuous, with no standy-by periods to listen to another station respond.

Anyone else heard it, or have any idea what this is?
