Every meter I have ever serviced has been dry inside. I believe I can safely say, never try to lubricate a meter movement. I have successfully fixed many meters by loosening the pivot bearing just enough to let the needle swing freely. This is a common problem I have had on cheap plastic meters on equipment that has some age on it. I think the plastic case tends to shrink enough to close the tiny spaces between the meter armature pins and the bearings, making the movement sticky or frozen. In any case, less is better here and I loosen the bearing the smallest amount that will free the bearing. Lets say an eighth of a turn, max.
