Title: VHF Repeater Crisis in 6 land??

The State of California seems to be wanting to charge repeaters high fees,
if they are up on mountain tops... at least that seems to be the gist of it.

No, there is no crisis.  No the state of Cal is not starting to charge extravagant fees.
