I listened around 2:30 AM and there was a 4 land "weather" net going on 3940 KHz. I'm not why anyone would want to talk about the weather at 2:30 in the morning. But no other weird signals around that frequency. Of course, it's 75 meters; anything is possible.  :D

Could it be a South American BC station on or very near that frequency?  I hear BC stations between 3.9 and 4.0 every morning we don't have storms nearby.

Vatican Radio has been known to be on or near that frequency.
