Looks to have been in a flood. 

The rarity may make it worth restoring, but it will be a real labor of love.

Neat and unusual. Looks like a couple of the tubes on the left have mud in them

Mud dauber detritus.  A type of wasp.  That explains the corrosion. Look under the center module too, just behind the dial. You can see the same material where they crawled in, spit up their mud, and built nests there too.
