For me...

First line of attack for normal stuck shafts is a penetrating oil.
When that fails, I go to solvents, since it usually gummed up petroleum based lube that is the issue.

A good, very good, de-gumming concoction is a mixture of lacquer thinner and ATF (tranny fluid).
Works wonders on rusted parts too. The ATF has all sorts of neat additives and the lacquer thinner makes it
thin, so it penetrates well and softens goo nicely. Not too bad on rubber parts either, since the ATF has "conditioners"
for seals, which are rubber.

Whenever it is not to difficult I prefer to strip out the old petro based lube and apply synthetic of appropriate type
and grade. Never gums again.
